A case study of Volunteered Geographic Information (VGI) for building territorial governance in a Mexico City neighborhood is presented. It is an ongoing project carried out since mid-2014 between a research center and a citizen organization of an urban neighborhood, namely the Consejo Vecinal Roma (CoVe). This project is aligned with research lines in VGI, Citizen Science and Humans as Sensors, and is supported by the development of a geospatial digital platform representing an instance of how the current way of making, reading, and using maps can be linked to citizens’ interest to participate in decision-making processes that affect their daily life. The platform was designed and developed using free and open source software, and with the expectation of being easily used and adopted by citizens. The purpose of the project is to help consolidate CoVe as a policy community by means of integrating a territorial vision of The Roma’s problems and opportunities, as perceived by the citizens involved in the process. An additional purpose is to use this vision in order to support the construction of a citizen’s agenda driven by CoVe with the intention to propose and organize courses of action with neighbors and citizens interested in the betterment of the neighborhood.
